Additional Requirements for Onondaga Lake Watershed
The SPDES General Permit for Stormwater Discharges from Municipal Separate Storm Sewer Systems (GP-0-15-003) includes requirements for phosphorus watersheds where protections are to assure fishing and swimming best uses, but not used as a source of drinking water. These additional requirements apply to MS4s located in the Onondaga Lake Watershed where significant reductions of phosphorus from stormwater are required in order to meet water quality standards.
Traditional Syracuse Urban Area MS4s that are subject to these requirements are:
- Camillus (V)
- Camillus (T)
- Cicero (T)
- Clay (T)
- DeWitt (T)
- E. Syracuse (V)
- Geddes (T)
- LaFayette (T)
- Liverpool (V)
- Manlius (T)
- Marcellus (V)
- Marcellus (T)
- N. Syracuse (V)
- Onondaga (T)
- Salina (T)
- Solvay (V)
- Syracuse (C)
- Van Buren (T)
Phosphorus MS4s must meet additional minimum control requirements in the areas of Public Education and Outreach, Illicit Discharge Detection and Elimination, Post Construction Stormwater Management and Pollution Prevention/Good Housekeeping for Municipal Operations. View the additional MCM requirements for phosphorus as specified in Part IX Section B of the MS4 Permit (GP-0-15-003).
The SPDES General Permit for Stormwater Discharges from Construction Activities (GP-0-10-001) includes requirements for other phosphorus watersheds where protections are needed to assure fishing and swimming best uses, but not used as a source of drinking water. Enhanced Phosphorus removal standards are included in Chapter 10 of the Stormwater Design Manual.
